It'd be nice if he had some agency of his own, though. It's a major problem with many vidya companions. They have no wants or needs, they exist to follow the player around and tell them how great they are. And there's a place for that, but it makes characters like Garrus shallow. Characters should never feel like pets.

I feel like Garrus is the type of character terminally online friendless people insist they like on the internet in a desperate attempt to fit in. In the way they do it for Balgruuf in Skyrim.

Just an irrelevant boring character people who never interact with men in real life glorify.

If none of the Human squad mates or Liara existed, Garrus would be the worst companion in the series. Garrus is fucking annoying and overrated as fuck. Actually being around someone who constantly talks like he's setting himself up for a "badass" one-liner would get old really fucking fast.

Mass Effect 2 felt like they were trying to delay resolving the Reaper shit they ended the firat game on just slapped together a poorly justified sidestory to focus on what they did best: characters. Mass Effect 3 was always going to be a mess, since resolving a plot line about a lovecraftan machine race threatening to kill everyone is pretty much impossible to resolve without contrived writing and overexplaining shit.

You wouldn't even have to change anything about ME1 to achieve this. Citadel portal is closed, reapers trapped outside indefinitely until you want to bring them back.

They could've done it if they had the balls to make realistic endings.
