I think people misunderstand Kuroiwa (Kageyama)'s character in the Galaxy story, he does feel forced a bit but there's a reason. Both Endou and Shindou know that he is probably the best manager the Earth has to offer, after his revival. They know his methods are hard and ruthless but they get results and i feel they wanted him to redeem himself after all the atrocious things he did, i was actually happy to see him again after IE3 and ultimately supporting the cast at the last moment with a motivational speech to gather the energy to save the Galaxy. The only thing that rubbed me off was how he disappears to a random alien ship, the game doesn't even show that.
