I preferred Lost Judgment. The combat was more fun with how you could juggle enemies, the school stories made for more memorable side content and I preferred the story too.I always found it odd how enamored people were with the first game's story, I didn't hate it but I think it took a long time to get going and much of the set up was uninteresting, as was Yagami's own involvement in it all. I think it deserves some credit for doing a better job of scaling up from smaller crime to big conspiracy than Yakuza often does whenever it tries that, but I still was never that endeared to it. Lost Judgment's story isn't perfect but it made better use of the topic it got into and there was a more consistent back and forth between Yagami and Kuwana than there was between Yagami and Kuroiwa so the former ended up being a more memorable pairing.

Sawa is just the only example of that happening in the game's story, and while it maybe could have done with more, if Yagami's stance was unfounded he would have looked more retarded than he arguably already does. As it is, Sawa's death is the only ground his argument has to stand on, but if she wasn't there then Kuwana would just come across as a superhero and there wouldn't be any basis to disagree with him. I don't know if Sawa herself was the best way to go about it, but I wouldn't say she was shoved in because something akin to her had to be in the game or Kuwana would just come across as overly clean and idyllic.
This is still the most recent RGG game I've played. Everything else they've done since looks too silly.

He kidnapped yakuza members and made it look like an organized crime thing to justify the government spending on police, prove that his division was working on something serious there. One of the best things about Judgment's writing is that almost everyone involved had personal goals that partially overlapped with the common cause.
