What are the tactical reasons for making a landmine beep loudly and wait 3 seconds before exploding, as well as solely being highly visible with a bright light and above the ground rather than below?

It's the same principle as a hand grenade where the primary tactical benefit is displacing enemy formations and shrapnel injuries are secondary. The mine beeps loudly to alert friendly units to which parts of the perimeter are being probed and to trigger panic in the enemy so they will scatter and run into more vulnerable positions.

This effectively increases the area denial effect of each mine greatly without requiring any additional explosive charge.

Real world military tactics are to not fight fare and try to find ways to murder people. Real world anti-personel mines do not beep and just go off instantly and are mostly buried. Meaning you'd have to give the player mine detecting equipment and have to demine areas. That's a chore and not fun.

The perk mostly applies to pressure plate/tripwire based traps, not mines unless I'm mistaken

Light Step makes it so no traps of any kind ever activate by stepping into their trigger.
If it was up to me NV would only be 1 perk every 4 (4,8,12,etc) levels with a hard level cap of 30
