The aspiration of every initiate is to join the Praetorian Guard, who exclusively use fist weapons. That doesn't prohibit effective leaders, like centurions, from using firearms, nor does it prohibit them from using high-tech weaponry like lances. Frumentarii assassins regularly use sniper rifles to cleanly kill a target. Even Lanius uses incendiary grenades.The issue with the image is that, in-game, Caesar uses a displacer glove because he has to visually represent the apex of the Legion. If Praetorian Guards are the strongest soldiers in the Legion, then Caesar has to appear stronger than them, and be equipped with better weaponry than them. Hence, the displacer glove, one of the two non-unique unarmed weapons requiring a 100 unarmed skill, the other being the ballistic fist. The displacer glove, however, only requires a strength of 4, rather than the ballistic fist's 9; that helps highlight how Caesar's personal strength is superficial, rather than real.Giving him a firearm defeats the visual storytelling and ignores the grandstanding and hotdogging Caesar is performing non-stop.
