Thread died before I could reply. Josh Sawyer answered this definitively in his JSawyer Director's Cut mod. He adds DR to all metal armors in the game, including Centurion, Legate and Vexillarius. NCR armors got DR as well. This means most Legion really are jsut running around in football gear.

The main armor changes. If it had metal it gets DR. Sort of his way of diffentiating metal vs. non-metal armor.
