Personally I always view the Orc/Goblin relationship as the earthbound version of the Demon/Imp relationship. They're a similar species, but not exactly the same.

Goblins & Trolls closely, Elves distantly, they're all a kind of "Hidden People". Orcs on the other hand are vaguely related to Ogres - some kind of "small *Ogrelet" or whatever, and Ogres aren't Hidden People or Fey, but Giants or Humans who've degenerated into fat cannibals.*I think Warcraft did this well enough where Ogres & Orcs were all descendant from a single giant cycloptic titan who had molten slag body and ogroids grew from his slogged off molten flesh. -A lot of video games like lumping all the "Greenskins" together, so Orcs, Goblins, Hobgoblins, Trolls, they're all related, different branches on the same big tree. -Some Japanese media has them all completely, unrelated, things: Orcs are pig men, Goblins are Goblins (either rape monsters or evil tree spirits), and the two aren't related to one another in anyway.
