That's just digitized anime artwork with a scanline overlay. The main reason you'd want a proper CRT shader it is when the artwork relies on semitransparencies or the horizontal blurring/s-video artifacting of the output signal with artistic intent. Canonical examples are the vertical-lined waterfalls in Sonic, and Dracula's portrait in SoTN.
