Then it turned out in practice that 25mm grenade is anemic, especially since it have to include programmable fuse, ammo with programmable fuse is fucking expensive and entire weapon is heavy af. So program went into limited field testing as standalone grenade launcher but was canned because it was still heavy piece of shit that costed a lot while providing no substantial increase in firepower, so military stayed with it's standard 40mm underbarrel tube. Without sci fi grenade launcher new assault rifle provided no benefit that would justify cost of switching so it was also canceled, just like every M16/M4 replacement. Same thing happened to M2, you could easly do something better just look at russian KORD, but why bother when M2 is good enough and you don't have to invest any money because assembly line is running from 30's and there is no point in switching when you can just replace damaged guns.

The whole "unnecessary suffering" clause only really applies when something's actually fielded. Until someone straps a Stihl to a drone and sends it into battle, the Geneva Conventions won't care. Flamethrowers are nasty but effective, especially in close quarters or trench/bunker clearing-thus why they've stuck around in different forms like thermobarics. War never changes, just gets more techy.

Nobody uses classic spew fuel flamethrowers because they have short range and thermobaric kill everyone inside building from larger distance.When russia want to clear out trenches alingside mines and stuff they bring up tos and launch a salvo(then get droned).Currently main problem in ukraine isn't lack of firepower for clearing trenches/buildings but insufficient protection from drones, so one you are out you are spoted and then get suicide drone on your ass. This is why russkie rely mostly on sf infintration tactics for advances and meat waves for distraction, any large troops concentration ends in sudden missile strike.
