Suburb gang fights are pure kino, it gives the whole city more reasons to exist, it's not just a useless decoration that only exists for you to drive through while the failed Cockstar writer dumps boring soap drama dialogues on you for 10 minutes straight, it's an actual part of gameplay that you have to traverse, explore, use in combat, get familiar with, get close with. It's YOUR town because you know it like the back of your hand now, you earned this town.
It's one of the reasons why 4 and 5 are so shit when compared to 3D era, they don't utilize their own map enough.

Did you motherfuckers never realize that you're the one who needs to be in the highlighted area when you get the kills in order for the war to trigger? You can literally snipe gang members from a block away as long as CJ is in the area and it will trigger the war after a certain number of kills.

The real problem is Rockstar North's asshole game design allowing you to participate in the turf wars outside of missions at that point. I can't even imagine how much worse the gang wars system would be if there was an additional element of having to potentially travel to another city to defend your territory while trying to conquer it elsewhere. It would've been cool to take over all three of the cities though, although I don't think it really makes narrative sense.

The glitch happens because of the code that's suppose to clear out the 'unexplored fog' on the pause menu map. When you travel too far, the coordinates get too large and it causes the memory pointer to overflow into the territory gangwar flags, and starts flipping them to enabled.

The gangs already being preset is a leftover from when the gangwar mechanic was much larger scale.

No I used money exploits for Vice City so I could buy everything you need towards the end of the game without grinding. Didn't matter anyway because I did the Hunter vigilante missions and they're too easy and broken as well. You can stand within the zone and the appropriate gang should appear wherever peds can spawn.
For areas like this you need to find a place that lets you see foot traffic from afar and pick them off at a distance until it triggers the war.

It's easily the least developed feature in the game and shit like this really demonstrates that. Even fan fixes don't quite bring it up to par with the rest of the game. If anybody drops San Adreas because of this feature alone I can't blame them.

I had a file where the entire map was covered in gangs, and I do mean all of it, not just the urban parts of SF and LV. Getting a bunch of goons into a bus on grove street, then driving all the way to SF to shoot Ballas was so fucking fun

gang war is bad because the combat of GTA SA is bad
on the PS2 its all about packing as much health and armor as you can and then grabbing an AK to mow down mindless hordes
on PC you can do headshots and crouch behind cover but it doesn't change much, just that you don't need an AK for it to be effortless
the whole recruiting gang member part is completely stupid because the AI will get itself killed in the first few waves and your allies are always underequipped compared to the enemy

That's really dumb programming. You'd think they'd put some kind of barrier that teleports you back X amount of coordinates. That's how the infinite stairs work in Mario 64.

Mario can bypass the stair by using a backwards long jump to go fast enough that the game doesn't register him as touching the teleport. But CJ in a plane is always going a certain speed so this would've been almost impossible to bypass.

There technically is a grove street turf there even in vanilla and only fan mods restore any of the real functionality of it.
There are several unmarked turfs from uncommon gangs all over the map actually. Bikers, mafia, and Cesar's gang. All turfs technically work in vanilla but don't apply to the gang wars scripting so they simply spawn in the zones like 3 and vice city with no real interaction outside of their willingness to retaliate against general violence.

It's a little of both actually.
There is coding among each of the gangs to be able to engage in turf wars but without any bugs none of it is accessible due to downsizing the feature and hastily cutting them out.

The bug you're describing is a slip up in positional coding that happens when the player is too far outside of a "playable" area. It starts trying to reapply the gang wars scripting to anywhere it can with any gang it can, ignoring the checks and triggers that would normally prevent a faction from being a part of the scripting.

The bug happens because technically ALL gangs can engage with the system, they are just quoted out of the script in critical areas of the code where the scripting will just put them right back in due to how the player's position is so closely tied with the ruleset that curates the feature.

TL;DR
All gangs can engage with the gang war feature, the coding is just so unstable that the cut gangs and territories can be accessed with a bug that breaks scripting dependant on the player's current position.
Most fan mods deliberately reactivate some of this code which is why gang war mods are generally unstable and can cause crashes.

If you are going to take over Los Santos, then plan ahead. Some of these areas lack gang spawns (groups) inside so you need to exploit nearby ones. It doesn't matter if the rivals are outside the area CJ is standing in, all you need is to kill members inside an area of your interest

Adding to this anon's post, right after turf wars is unlocked, if you pay attention to the map, that block where Sweet's gf mission takes part is marked with a darker shade of green. Seville Boulevards are not friendly neither hostile, so it may remain there unnoticed to you, as a 'Groove' turf (until before the Green Sabre mission)

I think turfs outside the ones you can take in LS were defined as a lazy way to spawn armed gang mobs like the mafia or bikers. This way it makes more sense than being a cut feature.

It is a glitch, my guess is that they just went the lazy way and coded every territory (including the entire city and the entire state) as a gang territory, but just set those to not being able to be invaded. But since going out of the map for so long fucks with the ingame memory, it turns those into gang territories. This is also why it can cause taxi missions to be permanently unavailable, or straight up turn on cheats.
