D&D was successful in the editions before WOTC implemented this kind of design and many people still prefer them now. 1e and 2e were mostly each character of each class is the same outside of stats and what spells wizards had.

Yes, players being rewarded for learning the game is a good thing. What's not a good thing is him deciding that this was a bad thing.

The important part is that engaging with the game is complex and necessary. Many games are terrible at this, devs try to provide nuance and sidegrades (nerfing them out of fear/lack of vision) more often than not going in a straight line or not engaging with the systems at all is optimal.
