There was time to think and decide with the Culling. That's kind of the point. Arthas rashly chooses the only good path he can see with his young, inexperienced mind and Uther and Jaina abandon him instead of owning up to their obligations as his companions. It wouldn't be a tragedy if nothing could've been done about it.

It's pretty easy to just go not axe-murderer. Quarantine works anyways since that's how they do it in universe. People studying the undead plague found no cures except that the Light was a natural repellant, which would've made having the paladins there vital, but Arthas doesn't have foreknowledge. Still, he made no effort to explain or seek council from Uther, just as Uther made no attempt to provide council. Because of this you can't 'have another way' and people who said there's no time just don't have a concept of how the event played out and that the Cult of the Damned actually wanted mass death.

The other issue is that he went straight for the sword instead of isolating the grain distribution and determining if it had spread to other cities. Instead he played a minigame with Malganis. The core issue too is that Arthas doesn't even purge the city right. The aftermath cutscene has bodies everywhere, hardly none of them burning, no order, just chaos. He basically hand-delivered a graveyard for the Cult of the Damned and then didn't stay around to follow through on the hard choice with his father. Instead, he played fuck-fuck games with Malganis in the far north instead of realizing the big picture that Lorderan was being picked apart piece meal and the dreadlord wanted him to follow him. It was an obvious trap, but Arthas was too blind and didn't have any support to guide him the right way.

Also Medivh is a faggot. What kind of man says he won't "fail humanity again" and then literally gives 1% of the effort he could have?

Well in fairness he was already dead by that point, and widely wanted for causing the First War, and the Second War, to some extent the Third War, and to some extent the Fourth War. So we don't really have any explanation for why he's alive but it's clear he's keeping a low profile for war crimes. According to the comics he has almost no powers left by WC3. It's probably safe to say he's already at 1% power by that time.

Medivh basically isn't concerned that much with the undead, he's more concerned with stopping the main invasion of the Burning Legion.
