The game was literally called Resident Evil 3 NEMESIS for fuck's sake, you'd think he'd be the central focus.I really hope RE9 lets you properly explore Raccoon City (as fucked up as it may be from the blast) as an apology for RE3make. They should have a proper successor to Nemesis as well.

You had like Up town, Downdown and IDK midtown or whatever and they had like several areas in each one. Until you got the train working you could back track all the way to the beginning of the game if you wanted. Jacks bar you could go back to for example in the OG.

I wish this series was an anthology. RE4 has practically no connection to the prior games. 3 is a rehash of 2. 0 is a rehash of 1. 5 could have been its own game about taking out malaria infected Africans. 7 and 8 could have been their own games series as well. It’s not like Capcom cares about having a consistent protagonist throughout each game either since they keep changing them. So why the insistence on trying to keep everything connected?
