I thought fusing would be something you could do anywhere, but it seems like that's not the case and you have to backtrack through areas with high encounter rates. Pretty sure I did it anyway, and none of my party's attacks were strong against Matador.Maybe one of the two mons I fused had his elemental weakness... too late now.
