Le gameplay is all that really matters.
Graphics have to not look like diarrhea, that's all. A bunch of sprites on a black background can be sufficient as long as it doesn't look like complete AIDS. Or quake-tier graphics for a 3D game. Better graphics are fine, but really they are not the game, they are a separate form of art tacked on top.
Story is optional but should not waste my time or get in the way of muh gameplay.
Note that visual novels are not games.

Replayability (This means a condensed or concentrated experience, with zero time wasted on tutorials, forced walking&talking, padding, etc.)
Fun gameplay

That's it, really.

Things like good world building, atmosphere, or immersion can help a lot, but I don't think they're needed. Same goes for a good story/characters/writing; it can help build an emotional resonance for the player towards that game but ot isn't needed at all.

In an ideal world:

Gameplay comes first and foremost. If the game itself isn't fun and engaging, but it's story is then you're not "playing the game" for the sake of playing the game. You're basically performing work until your next little injection of endorphins which is arguably the exact thing most games are trying to offer: escapism. Good gameplay is usually a mixture of talent, trial-and-error, and experience with little outside influences affecting the gameplay itself.

A good story is an amplification to the gameplay. It can make a game with shitty gameplay good, and a game with good gameplay great. It isn't so much the "heart and soul" of the game, but it is typically a solid litmus test of whether a dev team can pull off great tech skills on top of having an imagination that can enthrall even the most jaded of players.

Graphics honestly do not fucking matter. That's just icing on the cake, and some would argue that too much of a good thing is a detriment. Undertale/Deltarune (and this is not exclusive, just examples that immediately come to mind) didn't get to where they are from graphics at all and look like fucking NES-era games, but have been met with success across every metric. Graphics do not fucking matter when you have good/great story on top of good/great gameplay.
