Valve would have to R&D a whole new chip, what's more likely is after the steam machine is out, and has been out, they work on miniaturizing and getting it into a more portable form factor. That will probably end up being the deck 2, in a few years.

Phoenix and Strix Point are the actual names relevant to AMD's latest APU, and these are designed to be be 28w-45w laptop chips. Scaling down in power below standard cTDP is just a funny trick. None of them were designed to be low power chips like Van Gogh was.
The basal issue here is that AMD has no incentive to produce a true low power chips to replace Van Gogh, because Van Gogh wasn't even made for Valve, it was designed for an abandoned Microsoft Surface Book laptop/convertible. Valve only purchased the leftovers.

Keep in mind that the Steam Machine will be weaker than the PS5 with the current specs despite being more expensive. So you're paying more for less. You could probably just buy a fucking PS Portal and be covered for a fraction of the cost. If you have a Switch 2 and PS5, you're missing out on a handful of indies and emulation but you could buy some cheap emulation handheld instead. The Deck is dated tech, if you want an UMPC then there's better options from Asus and Lenovo right now.

It wouldn't surprise me if they make a "Deck Mini" with an ARM ship once FLEX can run 90% of steams library just like Proton can. They are probably looking at current ARM chips and looking for one that is comparable to the Deck in real world scenarios since x64 seems to have hit a roadblock.

With that said, they are not going to announce anything in the coming two years thanks to RAM shortages alone and they are probably kicking themselves over announcing the Gabecube right at the cusp of it.

I got the deck OLED this Christmas. Basically I can run all the games I play (some at 60fps, soma a 90fps), only the new UE5 slop run like shit. But for that kind of AAA games I have my PC.
even so, with lossless scaling x2 you can get quite good performance in those titles.
There's no reason to make a 2, it doesn't make sense.
