Well at its core it's not really a sokoban game at all, it's closer to the witness. The game is not at all about getting to the goal in the shortest steps or garbage like that, each level is about showing you a rule about the game. And you think you understand the rule but then later it turns out you didn't understand it at all and you have to break your assumptions about the rule continuously till you understand the real rule and the real nature of the game.

And the game does this over and over, it breaks your assumptions over and over. And then it completely breaks its own rules and then you get mechanics that completely break the entire rules again. And then the entire story switches to other characters and the rules are completely different again. And again and again. And at the end the game breaks literally its entire nature of being a turn based game and then it breaks its genre.

All of that does sound neat as a concept, and reminds me a bit of Inscryption and Pony Island (although I assume that those games do this on a much smaller scale). Programming is also about constraints and tiny goals but it also has the aspect of the overarching design architecture.

I guess it's similar to drawing. You theoretically could draw anything but that feeling is surprisingly overwhelming and not liberating in the moment where you are starting to draw. Only when you decide on constraints it starts becoming fun and the more the drawing progresses the less liberties you technically have but the more fun it becomes.
