Do games have to be challenging to be fun?

No, they don't need to be challenging. People who genuinely believe a challenge is necessary for fun are people who have easy lives. If someone has a bad life (like me), then they won't feel the need to play on the hardest difficulty. I'm already suffering, so why double down.
The reason people like a challenge is that you need to suffer for happiness to be noticeable. It's not a problem for me, because I'm always suffering.
