Because in fantasy games in general and world of warcraft in specific, it's really arbitrary what can be healed and what can not. Vol'Jin got shanked by some fucking nobody, Carine Bloodhoof died to poison, another thing that technically healers can "just fix", Anduins mother was canonically killed by a random rock throw during a riot, etc.
In order to tell a story, these games always have to ignore some of the shit they should technically be able to do. People die of sickness, of infections, of poison, of curses, of being lost in the wild and god knows what. They're able to build a complete new body for sylvanas, but they can't give a new arm or leg or an eye to a character who lost his, Like you yourself said: the're goblins and gnomes making crazy fucking cybernetic sci-fi shit, but some still have fucking peg legs.
So it's not that crazy that a mage ended up with an injury that can't just be healed away.
My biggest gripe with Wheelchair Khadgar is: Why the fuck is it such a orcish looking, rough rock and rough wood looking construction with a lazy arcane transparency effect on it? If they went with a chair design, it should look like fine human craftsmanship, perhaps even elvish. Sleek and wizard-like. Since he fucking conjured it.
Even better: Make it not an actual wheelchair. You can have it be a fucking magic carpet that's bend to like a rough chair-shape, it could be some whirling arcane energies, It could be literally anything that would still read as "oh, he needs aid moving around like me" to disabled people, AND fit Khadgar and WoW. But no, they went with literally the laziest way possible to do this. It would literally have been better if it was just an enchanted chair from the Karazhan banquet hall.

FF14 also goes out its way to show that there are problems magic can't solve, and wounds that are too severe for healing. It's entirely possible that there's some side content I didn't do or don't remember that has something that could fix him, but the main story is pretty clear that magic is not a perfect cure-all. Meanwhile resurrection is straight up canon in WoW so I don't know why death is permanent for anyone who doesn't have their soul stolen, let alone faction leaders.
