Very weak voice. Sounds like some random fat fiver woman who voices bad SFM porn.
There is no character in the voice. She doesn't have quirks or personality, just some woman reading lines. She could be talking in a deeper voice or have a more robotic Gman way of speaking or doing a little Joker, instead it's just a woman reading the script.
She doesn't sound menacing or in control of the situation. And if that was the intention they should have leaned into it. Make her sound all sweet and motherly. The parts where she starts swearing could be harsher to contrast with her calm demeanor. Nope, it's just some fat woman reading the lines with no passion or anything.

Guy could have gotten a better voice actor, but the ending is satisfying. You have this long drawn out series where every video is just describing 2-3 victims in too much detail and showing the painting. There is a lot of baggage to a single painting and he paints these things himself so every painting is drawn out.
Then he ends the series by saying Mona wasn't unique and it's just some MKUltra shit and then he shows like 50 paintings with no explanation, so something that in the past would have been a whole video is just show for a second with no explanation. It gets across the idea that these are so common we are not even going to talk about it.
