I look at it like this. If you're a developer or publisher, and you're trying to get a 95% rating, you shouldn't tolerate anything higher than 5% of your customers being negatively affected by performance issues. In other words you need to optimize your game to work without performance issues for 95% of the people according to the most up to date steam hardware surveys. If you're trying to hit a 90% rating, then you can slacken it to 10%. Publishers think pretty screenshots sell games, but they don't. Reviews saying "this game runs at 23fps" destroys sales.
