Objectively the best kind of villain. Capcom always hits it out of the park for their main series antagonists.

He hates the idea that because of that he's nothing more than a pawn in someone else's vision of the world despite being the superior one. His whole complex is that he believes only humans as superior as he is should be alive and that everyone else needs to be wiped off the planet, so he plans on using Ouroboros to cause a mass global genocide leaving only the strong (those who could handle the virus) left in his new world. Notably, he'd be the big leader in the new world since even Ouroboros isn't as perfect as he is.

Sure it's evil but the motivation goes beyond "is evil because... he just is." Even the 9/11 terrorists had motivations beyond "is just evil". A player character doing the evil karma choice to get money is doing it for a reason. A player character making an evil karma choice to kill innocent people for no tangible benefit (and maybe even negative repercussions) is being evil just to be evil.
