He was meant to be a cool 90's dude with the attitude of michael jackson and... bill clinton and... santa....look I don't get it either but point is he was designed with the west in mind first and foremost so when you combine that with the fact that nobody in japan really gave a shit about the mega drive and sega's dominance in japan was built way more on things like virtua fighter, it was kinda inevitable that he was treated more like a mickey mouse mascot than an actual icon over there. the extremely fluctuating quality of his titles over the years certainly hasn't helped.

It's honestly too early to tell. Merch is still selling and the movies are doing fine, but IDW seems to be lacking narratively (with writers seemingly trying to go for an episodic format since Sega won't let them push stuff forward).
