There's no lore implications, they did it that way because it was funny. You guys need to stop treating this like it's legitimately grounded in the lore. It's a fallout spinoff product similar to how Fallout Tactics was fun but doesn't actually make any sense. They had to create a show that would appeal to normies while throwing fans a bone or two. It's fine for it to be dumbed down if the essential substance is somewhat intact. That to me is forgivable and I'm content enough to not ask why, for example, the western brotherhood is now like the Commonwealth brotherhood, why the Commonwealth BOS is apparently now the main BOS, why there's no super mutants, why house is a cartoonish supervillain commiting street level murders instead of a recluse who would never get his hands dirty, why the NCR is like three people when they controlled a state sized area with several major cities, why the legion has been fighting itself for ten years over an acre sized area of desert, ect. It's fine because I can see fun stuff from a game franchise that I love in a major show, the broad strokes are there, the characters are fun, the humor makes me laugh reliably enough, and the writers clearly at least played the games somewhat and respect it enough to bring in at least some of the lore. For a modern Hollywood show even 75% lore accuracy is well above what I would expect. Also, there's minimal retarded bullshit from Fallout 4 and 76, although I have a sinking feeling there will be as the brotherhood plotline is expanded. Anyway I'm happy enough to watch it with my girlfriend and it's convinced her to start playing new Vegas and enjoying it. If Bethesda stuck to writing just the fallout show, and doesn't make any more games, everyone will be better off for it.

The game makes sure to treat them with seriousness and respect, despite the wacky premise, and it works.
