It's not actually free, whenever two trainers battle the winner always gets paid, with rates depending on who the trainer isRich boys for example pay a much larger sum than for example a hiker, or a kid.Apparently this is organized by the Pokemon League, I assume they get their cut from every pokemon battle and they're able to run pokemon centers from said profits, adding onto how Pokemarts are later united with Pokemon centers we can assume both are affiliated with the League, therefore they probably get a big cut out of every sale, which can further finance pokecenters being free, after all healthy pokemon mean more battles, mean more money being exchanged.The Pokemon League are the JEWS of the Pokemon World, and it's no wonder they barely lift a finger to stop organizations like Team Rocket when even those assholes battling give the League their cut.
