Aside from being cursed, it also seems like Gotham has a lot of chemical plants in its city. Probably effects the water/air making people more prone to go crazy like lead poisoning.

Batman and Superman would have never met otherwise, they're part of totally different IPs with totally different settings. That's why they barely work in the same universe, one being a ptsd mentally ill orphan who swings from rooftops while playing dress up while the other is just a power fantasy with no logic to it. Both are power fantasies at the end of the day but only one is universe breaking due to it's childish power levels. Batman doesn't work in Metropolis because the setting is a 1950's christian society which is mostly homogenous. In that society, Batman is a mental asylum patient, because the "modern" Batman you know today was created in 1987, when criminality was spiking due to lack of abortions 20 years earlier. That's where the Gotham universe comes in, with it's lawlessness, corruption and vigilantism, an universe which emulated the high criminality of the 80's in america.

Its not like they're the fucking Riddler or Hugo Strange. He could find out whos corrupt or not. He can threaten to expose them lest they donate or step down from their positions or send them to the Phantom Zone. All of this bare minimum could be done in a week. He would rather stop Joker after hes killed 30 people by spraying them with a chemical that forces their brains to induce a seizure and laugh at the same time.
