I always saw a thief as being a more specialized rogue. A rogue can do everything a thief can do but is also good at talking to people and can do a good amount of damage from stealth or range while a thief is more stealthy and avoids confrontations when they can.

I always thought warriors, barbarians, fighters and other melee class specializations, should be able to break locks on doors or chests at the expense of the homeowner or guards being alerted to the noise, or the treasure in the chest having the potential to be broken or degraded from the warriors strength. Also wizards, mages, sorcerers should be able to make unlocking spells for doors and chests too.

A thief should be trying to avoid direct combat too. Hes not terrible at it but would prefer not to engage foes that may potentially be stronger and more trained. A rogue doesn't mind combat if caught.

For TES, Thief has pure thief skills while Rogue is a hybrid between thief and warrior that has more weapon variety than a pure thief while having less defensive options than a pure warrior. This distinction was more pronounced in earlier TES games due to the variety of skills, while in Oblivion the major playstyle separation is that Rogues are agile melee characters with social skills while Thieves are stealth archers who can actually steal things effectively plus pick locks. Still a pretty sneaky guy, and capable of pickpocketing but instead of being adept at disarming things and going unnoticed they are known for their silver tongue and being lucky enough to get out of any situation unharmed. A little better at fighting than the thief and not above fighting dirty but they're not a duelist. A guy will steal everything you got right in front of you, not someone who does it without you noticing them

basically, do you want someone who's got utility or someone who's got high charisma

on another tangent, video games are usually combat focused and get these roles wrong since a thief ends up being a guy who's only job is to pickpocket the enemy and not much else and the rogue is a guy who has a sneak attack and some poisons but neither of these fulfill the fantasy of being a thief and a rogue very well
