It's a little too convenient there's precisely one surviving Sheikah. And given the Sheikah were apparently operating the torture chambers beneath Kakariko and in the Shadow Temple they King probably wanted to get rid of them even if they were allies.

In the credits cutscene you see the normal people of hyrule see the lights fly over the sky that contain the sages, so they're kinda spirits in that sense.But in WW and BotW they explicitly made a scenario where the sage characters became guardians of their respective monuments, and then got killed before Link arrived by a Ganon beast. That's not the case in OoT for most of them. They just accepted the role of Sage in the 7 year interim and wait for Link to clear out the curses that they've held at bay.
