You can double check this by running Ryzen Master in the background and check if the correct CCD is spinning up its cores once you maximize a game window. If not, one easy "hack" is to open up Game Bar (yeah I know it's ass) and checking the "Remember this is a game" box, which should only even appear if the game is not detected as a game. If even that fails (which hasn't happened to me) then you always have the option to temporarily disable the non-X3D CCD in your bios, essentially turning your 9950 into a 9800. I think there might even be a hotkey you can set up for that... or you can do it in Ryzen Master or something, haven't really looked into it because I never needed to.
