The main attraction is collecting everything you can and forming a generalist team you enjoy to finish the story with. Most people don't want to be swapping stuff out constantly and trying to keep up their level parity so they're not a liability, and in general that was primarily only done because level caps/scaling didn't really exist.You might like the variety of swapping but to a lot of people it gets in the way of it being about you choosing how you want to run around and adventure.
