CRT filters get clowned on, but they're not all bad. I've had a lot of success with them in combination with more accurate emulators for N64 games. If using upsampling and downsampling, a lot of these games look better than they ever did on my original hardware (without resorting to the weird smoothed visuals you see a lot of people use).

If the output is anything less than 100% accurate to the original input it's a filter. There is nothing to be gained from making the screen blurry and I suggest you play an actual video game for once instead of masturbating over dithering.

Guess what they used to create the pixel art in the first place? That's right, they designed the art on a CRT, so it looks best on a CRT. They had literally no idea how the art would look on modern digital flat panels.

This isn't always true for pixel art in general (new pixel art is created on flat panels), but old school pixel art was definitely designed with the screen it was going to be viewed on in mind.

Incorrect. Sprites were commonly made on grid paper. I'm fairly certain this was done for every single game made by Squaresoft. Character portraits were drawn by the artist and then scanned in.

Adjustments were made on a CRT, yes, but digital art didn't become the norm until around the PSX/N64 era because the technology was becoming cheaper.

That's true, of course, but the final product was always vetted through a CRT screen (no other type of screen even existed at the time). Knowing the analog CRT output would blend pixels/colors/etc. informed the input to some extent, even if it was initially plotted out on grid paper. Modern pixel art is created without such considerations, because modern screens are pixel-perfect.

Why do you keep doing this? What is it supposed to prove? An integer scale to 240p fit a 4k LCD is visually equivalent to if the screen were native 240p at the same physical size. Scaling the filtered image down to 240p is exactly the same as both images being integer scaled to 4k, except 240p is obviously too low for the CRT shader's phosphor mask and scanline effects to work, so your comparison is both pointless and disingeneous.
