Problem is that even if someone bought this IP, nowdays chances are very low its gonna be good.It takes a very specific set of character to make the game about spy/special agent stuff but also mix the conspiracy in it. The reason why is because its important to understand irl conspiracy and be able to add it in a fashion that would make a player think it through himself and maybe even apply it irl. Yes Deus ex is not rooted in reality, howewer the idea was always that government is the one covering everything, deep state exists, the information is controlled and there is a confrontation between the general public and the elites. For example Remedy does make some interesting mystic type games that have a modern reality mixed in, but its not the same as conspiracy. Io made hitman to have a certain shadow organization idea with conspiracy parts, but its more about their own original worldbuilding and doesnt really try to imply anything for irl, now they are making a 007 game, which is gonna be a full send regular special agent routine. Cyberpunk had its moments with River, Peralez quests, some main missions and dlc too, but its all very "in world" story made for the game and doesnt really have anything special to offer outside of it, in addition to a pretty weak closure of the main story. Splinter cell is dead, Tom Clancy is dead. Kojima is making a new game it seems, but he cares more about storytelling and his own narratives rather than the global ones.The time right now is pretty weird that the actuall deep state theories are not very compelling due to the fact that governments are pretty clear about the shady shit they do and how they operate. Somehow there is more stigma about conspiracy theories right now rather than before. An unknown studio with lots of time and some specific background might try it. But as i said due to the specifics of our irl timeline it very unlikely there are creators like that left in the industry.
