Abe's Oddysee/Exoddus, you can kill all the other mudokens instead of saving them. The Star Wars Episode 1 game, you can just go around murdering every npc.
Games like Rust and Arc Raiders allow you to be. Killing NPCs isn't deplorable, but you can certainly waste people's time and efforts while remaining in the bounds of the rules in those games.
