i think the problem with open worlds in some video games is that they're trying to tell a story at the same time.

Experiencing a story in an open world game feels like reading a novel by opening up to a random page.

I understand your criticism but that doesnt work because its actually literally just like having a section in a novel where the characters "travel the world". You can have several motivators during a story. Finding out more about the situation or setting is usually a valid plotpoint, thats why there are usually main chapter objectives like "visit the four nations"

Errant Knights, Paladins, Monks, "Heroes" etc are encouraged by their own profession to seek adventure and help random people. I think even Dragon Quest 1 the King fucking comments on your level and how ready you were/are to save the princess
