Morrowind's story is about the nature of belief and what you believe vs. what you know. The central prophecy is self-fulfilling and claims to prove something it logically does not prove, which is that you are Nerevar reborn. You just have to blindly believe that fulfilling the prophecy is equal to being Nerevar - that's the best you can do since the claim is otherwise unprovable. Dagoth directly addresses you as Nerevar and treats you as his old friend throughout the whole game, however right before the final battle he reveals it was just wishful thinking, and despite being a god, he himself doesn't know the truth.
