On Metacritic or opencritic anyone can review a game. Some people play a game - or claim to have played a game - don't like it - and they give it a bad score. But the same rule doesn't apply to the Steam ranking.

Having a 99% rating on Steam meanwhile doesn't mean the same. Cause Steam doesn't let players score games. You just rate it positive or negative. 99% approval can mean that pretty much all players love it and consider it a 10/10 - but 99% can also mean that most consider it to be a decent 7/10 experience.

A positive rating on steam usually means a lot of people can run the game well and it doesnt have a lot of features or mechanics that thet dislike. It doesnt actually curate how the game is on a 1-10 score. It just means a lot of people like it and/or can run it well with little issue.
Case in point, where winds meet. A maybe 7/10 open world online game but has an 88% score on steam.

Some years ago the most positive reviewed game on steam was nepshit.
Pair this with steamie hut junior not having reviews and instead only facebook thumbs up for GAME OF THE YEAR ALLY EAR or facebook thumbs down for BLUNDER OF THE CENTURY and you got yourself the shitshow that no one would defend if it wasn't done by the monopoly company.

Prime 4 is insanely bad, it really shows how even bad games are given "good" scores just because journalists are scared to give a bad score to hyped up games.
It has so many design decisions that go completely against what metroid prime as a series is and even straight up lies to the player about what they are allowed to do. Even if you ignore the complaints about it not really being a metroidvania, it still sucks as a first person shooter too. All it manages to achieve that isn't trash is look pretty (and even then that falls apart with the desert too)

if you want details, read the post of someone who wrote an essay, but the ultimate question a player reviewer should be answering is "do you recommend it"
