Columbia wasn't originally a city of racists. It was just like Rapture where it was some magical techno wonderland but this time it was all about American Exceptionalism and the rebelling force were Luddites. Then later in a "gameplay trailer" you'd see it being about being anti-government cause you see Vox sympathizers ready to bring mob justice to a postman simply for being a government worker and Booker steps in to stop them and they freak out and attack Booker instead. That's why in the actual release they poorly try to keep the Vox becoming an enemy with Fitzroy saying "Hurr you being a living Booker whereas mine is dead messes with my propaganda, so you gotta die." Six months before the game came out they basically redid the game AGAIN because there was just too much shit that just couldn't be implemented at the time causing a rewriting of the plot and cutting of content. It went from being an open world that used the rail system to get around to a very linear story where the rails are these stupid loops for a set up action set piece like at Universal Theme park. If the game had come out 5 years later in 2018 when PC's could handle what they wanted we would have had a better game instead of the mess Infinite was. The marketing wasn't really a lie but more of a failed promise from the technological limitations.
