Generally they're either people who've only have played NV and don't like Ulysseys / the DLC in general, or they got annoyed by Kreia in KotOR II. I don't think I've seen many people make a serious case that New Reno isn't the best location in Fallout 2 in terms of quest design and writing, shitting on Planescape, or even denigrating someone like Durance in Pillars.
