In TES VI: Hammerfell (or Hammerfell + High Rock in full), will the Empire still exist or will it have collapsed?At the end of skyrim, it's possible for the "empire" to have shrunk to just Cyrodiil + High Rock, and a dead emperor.
100% that the empire is gone and the aldmeri dominion rules everything so it can sidestep the whole who “won the Skyrim civil war?” discussion. (Emil can’t write anything actually interesting)

At the start of the game the empire = cyrodiil, high rock & half of skyrim.IIRC the empire still claims morrowind on paper, but in reality have had zero control there since the Oblivion crisis when Morrowind had to fend for itself when crackedout argonians reverse-invaded Oblivion and then invaded morrowind as well
