Nobody talked about it. This game was too story heavy for your average consoletard (still is, even more so), and with nothing to do in the game people just never discussed it expect multiplayer, that was a thing for some time.
People started to appreciate it more and more over the years and only literally retarded people never saw its true greatness.

This is the only GTA that I quit half way through
I even played GTA5 for like 100 hours

the setting didn't have the atmosphere of GTA3 and the characters were so fucking insanely annoying to listen to I uninstalled around the abandoned hospital mission

On one hand, it felt undoubtedly next-gen, a living-breathing city, Euphoria, the car deformation etc. Niko was also pretty well liked, the story was more polarizing.
In some ways a sequel to GTA3. If you grew up with San Andreas (and a lot of people did), it was like 1 step forward, 1 step back. A bunch of mechanics were missing, smaller map, lack of crazy missions.
Reviewers usually gave a "weak 10/10", players either agreed with that or thought that it was disappointing compared to SA.
