Probably, but probably not the average civilian.
This is super vague but I recall reading about somewhere in SEA where it's not uncommon for a cop or someone with that sort of training and background dealing with dregs to wig out, technically become wanted publicly but more or less be allowed walk because it's too much trouble to find and punish one guy who could be who knows where while gang violence creates the same problems more frequently.
