I just unlock them all with creamapi so I can't really point them out individually, haven't played much since the 4.0 update either

check out montu on youtube, I think he covers the topic if you really want to spend your hard earned money.

I don't know about the exact details how the base game has changed since I tend to play with full pirated set of DLCs, but the main problem with the base game is that "it has no content". Like, after the initial stage of exploring the neighbouring systems, there's ???. Making numbers get bigger for a hundred or two years until endgame crisis hits? Or were the crisis too DLC content? The most flavorful origins and civics and such that enable actually unique playstyles and story content also tend to be in the DLCs (in base game you can be better at generating minerals or better at generating energy credits but since you need both then these roughly cancel each other out: I don't think it's quite THAT bad as it was in the release version, but I would assume it's still "quite bad"). And of course, if you want to play as e.g. the Space Jews or the Borg then you need a DLC (Megacorp/Machine Age respectively).

There's one legitimately bad anti-fun DLC (Galactic Storms - well, there's a couple of nice civics and such in it, and you can disable the galactic storms feature, so ideally you want to still have it, but disable the main feature). And some DLCs are more crucial than others (Utopia in particular is a must-have, or the themed DLCs if you want to play as said theme). But here we come back to the lack of midgame content problem: most of them add bits and pieces. I don't treat a DLC like Galactic Archives or Leviathans in any way essential - by no means I insist there being space archeology or fighting space kaijus specifically, midgame could well consist of something else. But while none of them is individually essential, in order to not feel empty I think you kinda want all of them.

So pirate. Or if you insist on buyfagging, maybe consider the subscription model: at least my play consists of intensive bouts after content releases when there's something new to try, and a month sub would be cheaper than the new DLC.
