You are way less likely to see that in most games over the cheaper skins. To answer your question directly, it's because the zany skin ideas make money.Interestingly, the GDQ showed a lot of the insight from Valve at the very least. Originally the skin quality was going to start off always Factory New and wear over time to show how much you actually used a skin, which sounds badass in concept and would give the impression that you were a veteran of the game, but then they saw it was an opportunity to make cost differences and additional rarity out of a programmed value, so they kept it constant.
