Originally the skin quality was going to start off always Factory New and wear over time to show how much you actually used a skin, which sounds badass in concept and would give the impression that you were a veteran of the game, but then they saw it was an opportunity to make cost differences and additional rarity out of a programmed value, so they kept it constant.
