It was in one of the anniversary vids. From what I remember, they worked on other projects like TF2, Portal and L4D after getting fatigued on Half-Life, and there wasn't anything cool they thought they could do with Episode 3, so it just evaporated after a while. Now it just makes more sense to do Half-Life 3 instead of Episode 3, but Valve Time.

And why Half Life 3 is taking so long?Microsoft.MS threatened to shut down their environment with Windows 8 as to be more like Apple.That made Valve redirect efforts towards breaking away from Windows which in turn made gaming in linux not only possible but better than using Windows.It also made the Steam Deck and Steam Machines possible.Valve then looked into hardware and kickstarted Occulus and VR, sadly Valve also contributed to the decline of VR but that is unrelated.Steam was making enough money through the store and MTX by mid 2010s that SP as a model looked ridiculously unprofitable so that took a backseat with Valve employees quietly leaving because they were effectively doing nothing. Now Valve uses HL and Portal as means to push other projects so HL3 will come out now because it is important to push Valve as the next contender in the console space.Gen X/10 will be essentially Valve and Nintendo.

It will be made once AI becomes usable. Everyone will have a difference experience so it'll be impossible to talk about, or make a sequel.
