Mistercast will add at least 1 frame, it's not quite as lagless as using Groovymame but it's pretty close.

Mistercast is for fun things like actually watching 4:3 content easily or if you just wanna see what modern games look life in 480i or 240p without having to fuck around much.

And then if you have a mister you don't have to fuck around with emulation anymore you just play games off the mister, and it's piss easy to put new games on it because you just drag and drop them off your computer onto it. If you want to play old games on a CRT TV but don't want to collect a bunch of old Hardware the mister is the best purchase you'll ever make.

Sonic Mania was made to look like if the Sega Saturn got a (new) 2D Sonic game. Since porting something like that to the Saturn would be a herculean task, the Dreamcast is the next best option. It just makes sense.

The most the PS2 gets is hacks for the GTA and Dragon Ball Z Budokai games and PES/FIFA roster changes because third-world.

The Dreamcast is pretty comparable to a PS2, actually. And it doesn't have as many cost-cutting quirks that took a long time for developers to work around. The biggest reason the Dreamcast couldn't compete with the PS2 is that it was working with less than a quarter of the storage space on disc, which reduced the potential scope of games despite the less finicky hardware.
GTA III was actually supposed to be Dreamcast exclusive, but it was already clearly going to be pulled from the market, so they pivoted to the PS2. It wasn't for technical reasons.

That said, the Xbox released almost two years after the PS2 and Dreamcast and used what was essentially PC-grade hardware, which put it way above both, and made it even more attractive to third parties, but made it way more expensive, and the market had already begun figuring out the PS2, so the Xbox never really caught up.

The GameCube, meanwhile, essentially got by on Nintendo's reputation, and on being the cheapest option available, and thus the preferred choice of low-income families. Under the hood, it wasn't all that different from the Dreamcast, which is why so many Dreamcast games got ported to it so quickly.

Its hard too say leaps like that with todays "eyes" but at the time going from shenmue to Halo was fucking insane.
Ninja gaiden looked better then gen 7 games because of its locked 60fps and art style.

Its still markedly weaker. The PS2 has more RAM and a faster processor, in addition to all the powerful specialty hardware it uses for things like AA and texture filtering. The PS2 actually had the Xbox beat in terms of some specific graphics tasks like the fog in SH2 or the rain in MGS2, which is why those effects looked worse on Xbox. The PS2 also was really good at texture streaming, which is why unlike the Xbox, it didn't need to cache files on a hard disk to play GTA.

That may be so, but a lot still would've been cut or missing if it released in addition to performing much worse, as shown by the fanmade port.

The Gamecube was a PowerPC machine with an ATI GPU. Its closer to a Macintosh of the time than it is to the Dreamcast.
