Gaster doesn't turn people Schizo™, the Knight does. The Knight is the one creating the Fountains and therefore writing the "fiction" of the Dark World. The Knight wanted a schizo boss with a Shadow Crystal in its worlds, and so there was. Gaster definitely wants you to get Shadow Crystals though, hence why he helps you re-fight the Knight in Chapter 3.

Backstory isn't generated when a Dark World is created. Most Darkners don't see an important difference between when a fountain exists or doesn't. It's just a handful of schizo-pilled Darkners like King and Spamton who recognize that controlling a dark fountain allows them to try to exert influence on Lightners.We know Kris didn't make the chapter 2 fountain, while Kris did make the chapter 3 fountain, and yet Tenna and Spamton share an agreed upon recollection of dark world history. When Noelle brought Queen's laptop over for one of her playdates with Kris, the two were in the same space and thus were able to meet each other. No dark world required. The lives of darkners go on without a dark world existing; what the dark world provides is the ability for Lightners and Darkners to directly interact on the same plane. Otherwise Lightners seem to be perceived perhaps more like gods, based on Seam's dialog. Tenna outright prefers to be a TV in the light world as long as people are watching him.
