It'd have to be a Children of Atom location you build up as extremely dangerous and strange and only visit later on when you've dealt with the normal wasteland a bit and learned about the CoA. Far Harbor did this more or less correctly.

The excuse they gave is that the people wanted to remove the nuke but they couldn't because the church of atom wanted to keep it and they needed the church to help them build the town so their hands were tied and they had no choice but to give atom's followers what they wanted.
Is this a good excuse? That depends on who you ask, i personally find it interesting enough yet dumb enough but all in all i am pretty apathetic to it.

Far Harbor also alluded at the children of atom really being "blessed" and not completely out of their minds, since most of them really are more or less immune to radiation. There's even a quest where they ask you to convince a guy who's killing himself over atom worship to stop.
