The thing is it's not the Legion falling apart that's the problem it's the nature of how that happens. Having two split factions war over a corpse RIGHT NEXT TO IT for around 15 years is absurd. Yes the game got some criticisms but majority of people looked past it since it was a decent sandbox adventure game with a large world that was fun to wander around in. People didn't hate Bethesda. Sure there were still die hard Morrowind fans or even some Oblivion fans that hated skyrim on some online forums but to act that the majority of people hated Bethesda during 2012 is some next level rewriting of history.

People liked Fallout NV more because it felt more like a squel to Fallout 1&2 compared to 3. It continued the story and world that 1&2 created, and it had more depth compared to 3. Not really. Given that even today there is (intentionally) degrees of separation between private companies and governments - even ones which mostly do business with the government. Richardson's dialogue, and the Fallout Bible both show that the pre-war United States was a mess of conspiracies, corruption, and general insanity. The faction that became The Enclave knew about the experimental nature of the vaults, but probably wasn't privy to the fine details. I'm fine with all the hookers and the brothel, but something about post war porn doesn't fit Fallout's aesthetic in my imagination. Fallout 2 has great gameplay and some good side quests, but there are a lot of moments tonally where my suspension of disbelief stops, like with all the nonstop pop culture references or the real life guns.
