They have two lists. First list is the list of all purchasable DLCs Capcom offers. The second list is the list of DLCs that the user owns.
When you start up the game, it would calculate a third list containing all DLCs the user doesn't own. It's the difference between the first list and the second list, so the more DLCs you own, the smaller this third list will be.
Then while you're playing, each tick the game loops over this third list. For every item in the third list, Capcom checks their servers to see if the user has bought it. If so, they can notify the user via an in-game pop-up that they have purchased the DLC, then remove it from this third list, and continue the loop.
The result is that if you own no DLCs, each tick the game must loop over all 190 DLCs to see if you already bought it, but as you own more and more DLCs, the game needs to check fewer and fewer DLCs in that third list, and owning all DLCs means you don't have to do this check entirely.

Nah Capcom's in house ports during the 360 era were some of the best, if not the best. DMC4 was probably the best port of that era and lead to the LDK mode becoming a thing because they realized PC's could handle more enemies on screen so why not.

when I boot the game fresh, I get 60~70fps base on ultra, if I wait 20 mins, that goes to 80~90.
This is basically because of how theyre handling shaders and such now.

Anyway, its also why as of TU4 some people said "MASSIVE improvement" and others said "no change"
people who said no change booted up the game, stood in town or moved to one area, probably the desert, and checked then quit
people who said "wow massive improvement" actually played the game long enough to pass the 15~20 min gap where it finished whatever background shit its doing.
